Using your phone abroad is called roaming - you're connecting to foreign networks and need roaming enabled to do so. The process to activate roaming differs between pay-monthly & PAYG.
If PAYG - roaming is auto-enabled once your phone is used on EE's UK network.
If pay-monthly - roaming needs to be enabled manually, usually by texting ROAMING to 150 before leaving the UK.
