Gifting data to a phone in my family plan

I'm trying to gift my daughter data, she is on my plan but I don't have the option to gift data to her. I do have the option on there to gift to my son who is also on my plan. Can you advise?

Is she on a No Frills Plan, in which case she cannot receive Data Gifting on that Plan.
