I'm currently having the same issue with my account.
I purchased EE broadband back in 2013 and only now have a need to setup an account online. First problem I had was my broadband account number being to short to try and link the account but found my landline number gets me so far and now I'm met with the same problem as you.
Have you managed to find a fix for this?
