Do you have PAYG credit to make calls & texts?
Had you used that PAYG SIM for making calls or texts in UK before you left to go abroad? To be used abroad EE PAYG SIMs need 1st activating on EE's home UK network. If it wasn't you can't now use it until you return to UK.

What makes you think EE has "blocked" your SIM?
Has this PAYG SIM worked abroad previously? If not, the previous reply covers your situation. If this SIM has worked abroad in the past, please explain the symptoms you have which makes you think EE has "blocked" your phone.

I mean who else has authority to block EE sim? Vodafone?
Yes, i have credit.
Yes, i have been using it for a long time in UK and abroad including Pakistan but no problem previously.

Yes i am connected to a local network. Have recharged my account and it has credit.
Last time i used it for any chargeable action was a few months back.

How many months ago did you previously use it for a chargeable action? EE PAYG SIMs are deactivated after 6 months of non-chargeable use. You then have a further 3 months to call EE to reactivate it before it is lost completely.
You needed to make a chargeable action like making a chargeable call or text, topping up or buying a Pack or Add-on, not just using your mins, texts or data from your pack.

I have actually topped up my account to no avail. It's still not allowing me to do anything at all.

If not done so already, try toggling flight mode and/or manually selecting an alternative local operator.
If the symptoms are the same, this tends to prove the issue off a local network and onto an EE/account one.
