Phone not working service restricted

Phone has been cut off. Need to know why and can we solve it

There isn't any account access on this public forum, you would need to contact EE CS - from another phone - to query this.

If you have a PAYG phone, then hibernation due to non-usage is a common reason. If you're on pay-monthly, then non-payment of bills is a possibility.

If your phone's symptoms are a loss of coverage, then it may not have been necessarily been suspended but just have a local outage - use the "check status" option on https://coverage.ee.co.uk/coverage/ee as a first check and consider using WiFi-calling in the meantime.
