Hello I paid my bill and had email confirming it but we didn't take off balance and suspended services so I can't even call them, unfortunately this is the worst phone company ever

When services are suspended, an outbound call restriction should still allow you to call CS on 150.

When did you pay.
EE wouldn't suspend your account unless you had ignored more than one warning.
