My husbands had his phone about 2/3 months now and over the weekend we have noticed it won't charge passed 25% and drops very quickly. Will it still be under warranty?

Have you tried a different Charging Cable to rule out anything else first?
If that doesn't work sounds like you need to send it to Samsung for a Repair. It should be still in Warranty.
