My phone does not charge?

My phone does not charge, so I bought a new battery, thinking that was it, but when I put it in said 47%. The charger has been plugged in, but it is now down to 42%.  Do I need to switch it on somewhere?

@NorthTower  Can you try a different cable and plug ?   Have you tried clearing out the charger port on the device?  Fluff can build up in there and so stop it from charging.   Turn the device off and very carefully use a pin to remove and fluff that could be in there.   Make sure the device is off.

That would mean buying another charger?

Is it possible to borrow someone else's charger to test if this makes any difference at all? 

This would help to know if the phone is faulty and not charging or, the charger is causing this for you.
