Can’t make or receive calls

New phone, inserted SIM card but cannot make or receive calls, the call ends as soon as I dial it, have removed sim & reinserted, have also reset network settings & restarted the phone, any ideas please? 
by the way I can make WhatsApp calls

Welcome to the community,

Is this a new SIM card? Do you still have your old SIM card? If so, have you tried your old SIM card in the phone, as you do not need to use a new SIM card.

WhatsApp calls work over wifi, so has no bearing on you having a SIM card or not, the app works over data if no wifi, which sounds like you are using.

What phone did you get?

As already mentioned, WhatsApp is just an app and - just like Messenger and others - your phone & the mobile network just treat this as data usage over any available internet connection.

Key to whether you can make & receive direct-dialled calls is whether your phone shows a connection to EE's mobile network. Does it?
