Can I activate a new prepaid plan abroad?

I am currently in europe and someone from my family has sent me a simcard from EE. He activated the sim for me in the UK but added no plan to it. Can I now top up my sim card and buy the prepaid plan abroad. Or do I have to activate every new plan in the UK?

Note: I can connect to the cell tower here and it shows I have signal. I just cant send any text or use data because I obviously dont have any balance on it yet.

How did he activate your PAYG SIM? Did he use that PAYG SIM for making calls or texts in UK before sending it abroad? To be used abroad EE PAYG SIMs need 1st activating on EE's home UK network. If it wasn't you can't now use it until you return to UK.
