I will but fuming because they said they barred them months ago because I got I huge bill now have another one I cannot pay

The barring you refer to may be the Spend Cap facility - https://ee.co.uk/help/mobile/manage-use/pay-monthly/set-up-and-manage-spend-cap
Not all additional charges are covered by this cap, some in-app purchases are restricted by entry of a password or PIN.

No I actually spoke to someone las time it happened and I asked if there was anyway to stop third party purchasing and he said he woul put a bar on them for me
