Loyalty free upgrade

Hi there. I’m just outside my 45 day early upgrade term but online it shows a section saying 

“Thanks for your loyaltyTreat yourself early
Get 100% off Early Upgrade fee. There's never been a better time to upgrade.”
now when I go to uograde the early fee is still wanting to be paid in my basket on checkout. Why is this when I’m being offered an 100% off early upgrade fee. Surely this is a bit on a contradiction?

 this is what shows online so when I click on that and go right to the end of checkout it’s showing that to place the order I’ll need to pay an early upgrade fee
