My Phone wont ring out after getting a SIM

I got a new SIM Card and ive tried to move my old nr across. ive entered the Pac code and they are saying there is an issue. But i cant ring out or receive calls on my mobile. There is no network issues.

I cant ring 150 as it wont ring out to ask someone

Have you moved from another network?

If that is the case, when did you give EE your PAC code?

Is your old SIM card still working?
