I can't make a call out and I'm abroad HELP?

I am currently in Tobago and I have a few calls to make and I'm being told by an automated voice that there's restricted calls by the OWNER which is ME and I can't call out! HELP! I need to make some calls to the UK

Does your phone show a connection to any local networks? I suspect from you getting an automated voice, that a call is placing and thus the answer is yes - but please confirm.

Is the voice a UK-one or a local-one? What is the exact wording? And are you on PAYG or pay-monthly?

If you're on PAYG, the issue could be insufficient credit to make the call.
