I've been with EE for many years, I don't use much data - maybe 2 or 3 Gigs per month and i haven't requested a contract change in years. Suddenly from 3 days ago roaming calls are being charged to my account. The EE website is clear if your plan started before 7th July 2021 then roaming is included as long as you don't change your contract. I guess it must be a billing mistake or I'll be straight off to O2.

I should check your contract start date in your online MyEE under Home > Plans & Subs > Plan Details.
