iPhone registered to corporate account

Got an iPhone from eBay, seller did say it was registered to his corporate account and they were having a clear out due to business closure.

 

wanted the phone unlocked so went to a website and sent the details and I got told by them the phone is registered to a corporate account and that business needs to contact EE to unlock it?

 

Can I not pay the fee and get it unlocked?

Yes, you need to phone EE to unlock it as a 2nd hand device, providing it is older than 6 months old.
