Unlock second hand device bought on eBay?

Hi so I bought a galaxy s9 from eBay locked to EE and basically I want to unlock it, because EE won't let me transfer my old Tesco Mobile number to EE (Though if someone could help me do that since it seems the form has been down for at least 2 weeks for me at least I'd stay on EE) Therefore, since I don't know the seller or whether they were PAYG or on contract, I cannot unlock it, though I think it's irrelevant what contract type they were on? Any help please, as I really want to get up and running with this phone. Thanks, and if any more information is needed, I'll try to provide.

@David_1276 : To unlock a 2nd-hand phone you need to call Customer Services on +44 800 956 6000 (option 2, option 4) to put you in touch with the Unlocking Team to request an Unlock Code. You will be asked for your email addy. They will take payment (of £8.99) from any valid UK bank card.

 

Once the process has been started you will receive an email from the Unlocking Team to process the unlock. It can take up to 10 days to complete the unlock.

 

But even so beware that EE could still refuse to unlock it. Many phones sold 2nd-hand have been reported lost or stolen, have been sold by the original owner when under 6 months old without EE's permission or have money owing on them.

 

If that is the case your only remedy is against whoever you got the phone from.

I would suggest you take a look here:

You may find that EE will not be able to unlock the phone, if it was previously blacklisted.

 

Not sure why they would.not let you transfer your old Tesco number over. Did you request a PAC code from Tescos which you can then give to EE to transfer your number over to EE, as this is the way to transfer a number from one network to another.

@David_1276   to unlock your device you need to call customer services you’ll also need to pay the unlock fee of £8.99 this fee is payable via a UK credit or debit card.  Because the device is secondhand this is your only option.  

if you wanted to move to EE from Tesco mobile than the best way is to call customer services and give them your PAK code I personally would never use online form as I’ve known it to have issues such as your facing. 

To you it makes no difference whether this device was on contract or pay-as-you-go as long as the original owner of the device had the device longer than six months if it was on contract.

Yeah I got a PAC but it just says that my "request could not be completed at this time." However I thought only pay monthly models could be unlocked? Thanks
