Unlock cost after minimum contract term

My two year contract ended at the end of November.

 

I gave notice on contract on 3rd December. So now running down my 30 days notice period to end 1st/2nd Jan 2018.

 

I filled in phone unlock request form on 22nd Dec.

The form confirmation page said "A few things to remember....it costs £8.99 + VAT"

 

I thought it would be free as I have "done my time"? I asked in a store and they said I would be charged as I am still in contract whilst working the notice. Huh? That didnt sound right? Should I expect an £8.99 bill even though I am beyond my 2 years term I signed up for?

The cost for unlock is £8.99 in contract OR free out of contract.
