You don't need to pay to call CS when you are on monthly contract.
You can just apply using the Unlocking your device form as the Pay Monthly option and giving the mobile number that it used to have. It will first show your current phone on that number & ask whether that is the device you want to unlock? If not, you will then have to type in the IMEI of the old phone.

my phone was on monthly contract but it is all payed off now and i have passed my contract time, so it is now a pay monthly sim option now, and everytime i fill that form out it says an error occurs

Contracts don't just end. It's just that the min. term expires. So unless you explicitly cancelled the contract it's still on a rolling month contract.
Are you filling the form in as PAYG? Maybe that's why it's errorring.

By the time my 2 and a half year contract came to an end they gave me the option of updating the handset or not carrying on the contract and keeping the handset as a non contract and i chose to not update my handset. Im pressing the contract option as this was the original setting of the handset.
