I made a request to EE to unlock my Apple iPhone 4 at the end of November because I want to use an overseas sim card in the phone. About 5 days later, I received a text message from EE saying "Hi from the EE Unlocking Team. Please visit www.ee.co.uk/appleunlock and follow the instructions to complete the unlock of your Apple device." When I visit the website, it says:
If you have a non-EE SIM Card follow these steps:
If you do not currently have another SIM card you can use, follow these steps to complete the process:
It took me longer than planned to get my foreign SIM card sorted but I now have this and have inserted it into the phone, step 1 above. No messages have come up telling me what to do next and my new SIM has not activated. How exactly do I perform step 2 - 'complete the set-up process'?

Have you tried to restore it via itunes then try these instructions?
