Delivery reports & replacement sim card

Hi there. First time on this this and I have 2 questions. If a delivery report says pending, does that mean a phone is off or there is no coverage? What I am finding a bit weird is after texting I sent someone a whatsapp message which went through (got 2 ticks) but the texts still say pending.

 

Second question. If I have lost a sim and during the interim period between getting new sim, if I have been sent any texts or missed any calls, will I still receive the texts and missed call texts on the new sim? Please advise.

You should get any outstanding texts, within a reasonable period, on the replacement SIM with the same no., as long as the lost SIM hasn't been put in a phone & received them

there. It's a store-&-forward system.
