What phone? Is it on contract or PAYG? Did it work before & then suddenly come up with this? What were you doing just before it happened? We really need much more detail of your issue.

Have you previously set up a code for your SIM card? If, yes, then enter it. Phone code and SIM card code are two different things.
Have you tried 3 wrong codes in a row? If, yes, then you are locked out. You'll need to phone your network and pass the security questions to prove it's your account and they may then unlock your SIM or else provide you with a replacement SIM.
