@Maxhomer123 Login to you EE online account and enable call abroad and premium rate numbers then restart the device. If you don’t have a signal on the device you’ll also need to enable roaming.

Have you been able to check your roaming and call abroad settings as @Chris_B advised?
You can check this by logging into your My EE account online and go to Menu > Manage Device > Roaming and Call abroad and Premium rate calls > They will show as ticked if you're set up for making calls when abroad.
If they are not ticked, can you activate roaming and call abroad?
