I am abroad and I've lost my sim. Can my partner collect one from an EE shop in the UK on my behalf?

If you haven't reported your SIM as lost yet, I recommend doing so as soon as possible with our customer service team.
Only an account holder can get a replacement SIM from our retail stores.
