@Yunan Login to your online EE account and enable roaming also enable called abroad and premium rate numbers then restart the device.

Are you with us on pay as you go or pay monthly?
If you are with us on a pay monthly account, have you been able to check your roaming and call abroad settings as @Chris_B advised?
You can check this by logging into your My EE account online and go to Menu > Manage Device > Roaming and Call abroad and Premium rate calls > They will show as ticked if you're set up for making calls when abroad.
If they are not ticked, can you activate roaming and call abroad?
