Have new sim and phone as lost other. I can't get the working

Lost phone so bought a new phone and sim. But cant seem to activate the sim n it wont let me make a call

Did you order a new SIM with a new number, or a replacement SIM for your existing account?

 

Is it pay as you go or pay monthly?
