My elderly parents both have EE pay as you go sims and yesterday (after a call from someone unknown) they both suddenly stopped working. Have the expired? If so how do we get them working again?

Yes, EE pay as you go SIMs are subject to hibernation. If no chargeable activity has been used for 120 days, the hibernation process starts and a text message is sent.
If no more usage is used after 179 days, the number is de-activated. Don't worry though. At this point it can still be re-activated.
I recommend getting in touch with customer services to see if you can re-activate it.
