not being used in Germany

I bought PAYG Sim, I tried to connect to for activation, and I could not access it.
Data roaming is activated, and LTE (or 3G) connection is available at the top. Is there a solution?

Where did you buy it? EE SIMs need to be activated on the EE home UK network.
