Did you activate roaming before you left the UK? if not, don't worry you can follow the steps below to set it up:
Log in to your My EE > Menu > Manage device > Ensure both Roaming and Calling abroad are ticked.
If this still does not work, please try a manual network selection by following these steps:
iPhone - Settings > Mobile Data > Network Selection > Turn off Automatic
Android – Settings > More Networks > Mobile Networks > Network Operators > Tap OK
Windows – Settings > Mobile Network > Network Selection > Tap on start manual search
