It should do. How's it not working? What can you do & not do from USA?
If on contract, did you activate roaming on your EE a/c before you left UK?
Often just rebooting the phone is the simple remedy. Otherwise try logging into your My EE account online & go to Menu / Manage Device / Roaming Abroad and also Call Abroad and Premium rate. They will show as ticked if roaming and calling abroad is activated. If they are not ticked, can you activate these settings?

those settings are all active, and I can text and surf the internet.
Connected to AT&T, ‘the call you are attempting to place is not allowed from this line’ is the message.

Are you using the international dial code at the beginning of the number that you're calling?
Have you been able to make calls while roaming previously?

Except for me that means a mobile number from a landline - very expensive from a hotel.

Hi, no web chat bubbles on an iPad, cannot someone contact me. Just tried a call add on and is obviously a waste of money as still no joy.

If data is working, try tethering your ipad to your phone and using your data, not wifi, it's likely to think it's in the UK and the live chat option may work.
Or if you have a VPN app, set it to the UK and live chat is likely to work.

Sorted, and for anyone else, here is what the issue was and lessons learnt.
1. Roam Further does not let you make calls when you have a spending cap set.
The spending cap, when removed, allows calls.
2. Number 1 overrides all else - so even Global 60 minutes, which I bought in an attempt to sort the issue out, would not work.
EE - can I have refund for that add on, please?
3. Chatting in the Android app is great, but does not appear to work over WiFi.

Thanks for the update @Efc1966 That's good to know for reference.
Just wondering though, do you have a fairly low spend cap? I wonder if there's a limit you can set where calls still work, just so you have some assurance you can't run up a large bill!
EE do seem to geo-block their live chat, not sure why but a VPN or mobile data seems to work, as it routes it back to the UK.
Enjoy the rest of your time in the USA, and I'm sure if you give EE a call when back they will look at the charge for the add-on
