I've travelled to Portugal from the uk . I was asked by ee if I wanted to pay extra for data and to be able to make and receive calls which I did. Since I've been here I haven't been able to make any calls and with a business to run in uk this is very annoying! I've contacted ee but no response! If this isn't sorted today the first thing I'm doing when I arrive home is changing provider!

It sounds like you have not set up your account to be roaming ready before travel. Please see the link below for roaming:
You have to have roaming and international calling enabled before your departure.
Finally, how did you contact EE? You should be able to use the online chat service to ask an agent to help with that too.
