Assuming you are a UK EE contact customer.
Log into your on line account and then menu - Manage device, make sure you have activated roaming and international calls.
From the MyEE app current usage - controls, activate use phone abroad and make international and premium calls

Thanks for coming here.
You may need to activate roaming and calling abroad to use your phone abroad as @Northerner has advised.
You can check your roaming status by logging into your My EE account online > go to Menu > Manage Device > Roaming Abroad and Calling Abroad and Premium Rate Calls >They will show as ticked if they are active.
If they are not ticked, can you activate these?
