Yes, EE expects you to have a stable link with the UK by spending at least 60 days in UK in any 120 days period. Beyond that you will be paying for roaming use or be cut off.

If you spend  a total of 60 days or more during any 120 day period within the UK. If your usage abroad in the EU/EEA exceeds this, Network will be fun inform you.

Is this restriction part of the standard terms and conditions? I have recently returned from an extended holiday abroad (7 weeks) and am about to start travelling again from the end of this month until late April. I can't find anything in the terms and conditions that restricts use to 60 days per 120 day period.
