You would only be eligible for EE Essential plans which include no EU roaming benefits & therefore you will have to pay EE roaming rates whilst in EU.
The higher plans which do include EU roaming benefits require you to use your phone in the UK at least once every 30 days.
You'd be better off getting your phone unlocked & using a local SIM whilst in Germany.

Yes, after 15 June EU roaming charges are being abolished but you'll still be roaming when abroad, just that charges will be same as if in UK. Who knows what EE will do about its roaming conditions?
