Roaming, spend 2 months in the uk?

Am in Spain for 3 months. Just had a text message saying during any 4 month period I must have spent 2 of those months in the uk? how can that be a fair use policy when I hardly use the phone much anyway? Is this new?

That has always been the case.

Roaming is specifically for short term holidays abroad and has never been meant for long term use outside the UK.

This was put in place by all EU mobile networks when all EU roaming became free a couple of years ago now.

No, it's been around since EU Roaming was introduced - see EE pay monthly roaming plans T&Cs Stable Links.
