Try logging into your online account and establishing if you can activate this service and international calls yourself.
If you cannot, then you will need to speak to EE CS via live chat (also available via your online account)

Welcome to the community.
Have you been able to activate roaming within your My EE account?
To check this, log into your My EE account online and go to Menu > Manage Device > Roaming
If this is not showing as ticked, can you activate this within your My EE?
This can take up to 24 hours to update for you.
