My phone is set up to use abroad, does that mean there's no extra cost?

I had a text from 150 saying that my phone is set up to use abroad,  does this mean that I can use it abroad like normal at no extra cost?

Not outside the EU at no extra cost & not within EU if you are not on an EE Extra plan.
