My partners phone wont let him use his data abroad, cant figure out why?

My partner has data left on my account but we are in spain and it wont let him use it

Log into your online account and then menu - Manage device, make sure you have activated roaming and international calls.

Or

From the MyEE app current usage - controls, activate use phone abroad and make international and premium calls
