Is there anyway to stop incoming calls when abroad?

I'm going abroad soon. I'd like to use my phone for data and receiving texts. However, I don't want to get charged for incoming calls or voicemail. I understand that if I forward calls then I'll still be charged. Is there anyway to stop incoming calls? Is it just a case of not answering my phone and turning off voicemail? Thanks.

If you have voicemail turned off, you will never get charged for incoming calls unless you answer them.
