You need to contact EE and ask for roaming to be enabled. You can either call EE from another phone/land line or try live chat via EE contract section here.
It can take 24 hours to activate once done.

So I can try and help, please may I get you to perform a manual network search and choose a network other than what you are on.
Please also can I get you to try and ring using format of 00447*********
