Where are you currently roaming?
Are you connected to a local network?
Have you checked your account is set up for roaming?, you can do this by logging into your My EE online and following these steps:
Menu > Manage device > Ensure 'Roaming abroad' and 'Call abroad and premium rate' is allowed.
