Did you activate roaming on your EE a/c before you left UK by texting ROAMING to 150?
Often just rebooting the phone is the simple remedy. Otherwise try logging into your MyEE account online & go to Menu / Manage Device / Roaming Abroad and also Call Abroad and Premium rate. They will show as ticked if roaming and calling abroad is activated. If they are not ticked, can you activate these settings?

Thanks for coming back to me. Roaming is activated. I can receive calls and texts but cant sent them. I can also use my 3g fine. Any ideas why I can do that but not make calls/texts

For the reason I gave above. You need the Call Abroad and Premium rate setting to be ticked.

Did activating call abroad in your My EE account fix this?
Could you try manually connecting to a different available network?
|iPhone||Settings > Mobile Data > Network Selection > Turn off Automatic|
|Android||Settings > More Networks > Mobile Networks > Network Operators > Tap OK|
|Windows||Windows – Settings > Mobile Network > Network Selection > Tap on start manual search|
