Try restarting your device.
If you have an IPhone try resetting your network settings, then manually selecting the mobile network.

I have and it's still saying the same I need to pay my bill as well but I can't even do that online
So it maybe that your service has stopped because you are in arrears with your bill. You didn't mention that in your original post, this probably explains your situation.
You can try live chat via your online account or you can use another phone and call CS on +44 (0) 7953 966 250

How are you managing to post on this forum? If you can post then you can use the live chat option.
As for other phones, can you not use anyone else's phone or a pay phone?
