Have you logged into your online account and made sure roaming and international calls are activated?

have gone to MyEE and finally founf Manage Devices but see nothing there about unlocking international calls.

Are you on PAYG or contract? What @James_B asked you to look for won't be there on PAYG. PAYG is auto set up for roaming.
