Do you have a signal on the device?
Have you tried a manual network search?
Are you a contract or payg ?
If your a contract customer did you text ROAMING to 150 before leaving the UK or did you call customer services before leaving the uk to have roaming enabled on your account?
If your a payg customer do you have credit on your account?

I did not text ROAMING before I came here. I need the pop up chat/customer services but it is not giving me this option from my phone. Even in desk top moad. I have internet. That's it. I see I have signal and can receive text and calls but not make them.

@Giusepa1 Live chat is not open till 8am uk time. But if you login to your account you’ll get a pop up for live chat there.
