Welcome to the community.
If you're with us on a pay monthly account, your roaming and international calls may need activated.
You can check this by logging into your My EE account online and go to Menu > Manage Device > Roaming and also Call abroad and Premium rate calls > They will show as ticked if you're set up to use your phone abroad.
If these are not ticked, can you set this up?
