I am in the Caribbean and my phone is not working. I need to it urgently.
This has not happened before - traveled in November 2018 and all was well.
It says I am set up for roaming.

Log into your online account and then menu - Manage device, make sure you have activated roaming and international calls.
From the MyEE app current usage - controls, activate use phone abroad and make international and premium calls

If you can try the advice from @Northerner and see if this is activated on your account?
Could you also try connecting to a different network;
iPhone – Settings > Mobile Data > Network Selection > Turn off Automatic
Android – Settings > More Networks > Mobile Networks > Network Operators > Tap OK
Windows – Settings > Mobile Network > Network Selection > Tap on start manual search
