A friend of mine signed up for a Europass. What do you need to do to make phone calls with Europass? He's been to France once and Germany twice since Christmas and has not been able to make phone calls at all. He gets a text confirming he has Europass but can't make calls.
Last time he went to Germany he was stuck at a railway station in a remote location in freezing temperatures (- 16 c) and not able to call a taxi to take him to his accommodation. It was only the kindness of a stranger who gave him a lift that he got out of a serious situation.
He's in Germany now and same thing again. Luckily this time a taxi was waiting. We texted 150 to switch on roaming 24 hours before he left but it made no difference. He can't call customer services either.

He needs to check roaming is enabled on his account. Text ROAMING to 150 and it should say if it's enabled or not. A call or live chat to customer services might then be needed to enable it.
