Are you abroad now?
If yes then log into your online account and activate the roaming and international calls option.
If you cannot do this then you will need to contact CS via online chat or another device.

Thanks for coming to the community.
As @Northerner has advised you can activate this within your My EE account online.
You can check your roaming is activated by logging into your My EE account online and go to Menu > Manage Device > Roaming Abroad and also Call abroad and Premium rate calls > They will show as ticked if roaming is activate.
