I am on a cruise around the Mediterranean I have mobile data on and roaming data on but am getting any network connection. Its showing emergency calls only

Thanks for coming to the community.
If you're a pay monthly customer, can you check your roaming status by logging into your My EE account online > go to Menu > Manage Device > Roaming Abroad and also Call Abroad and Premium Rate >This will show as ticked if roaming is activated.
Can you activate these settings?
Also. you can view all the charges for using your device on our Maritime, Ships, Ferries and Cruises roaming tool.
